Proposing Political Measures
CCIs originated as organizations to represent people's opinions, and proposing political measures is an important role of the Kobe Chamber of Commerce and Industry.
Promotion of Commerce and Industry
The Kobe Chamber of Commerce and Industry exists, as its name implies, to promote commerce and industry. Its scope of activities to this end is wide and various, reflecting the wide variety and scale of member businesses.
Activities include surveys of merchants and manufacturers; collection and publication of information, certification, conducting courses and workshops, dissemination of technologies and skills, certification, organizing exhibitions and trade shows, responding to trade inquiries, mediation and arbitration of commercial disputes, providing consultation and guidance for merchants and manufacturers, promotion of tourism.

Mediation of Business Conflicts
Because of the neutrality of CCIs, they are often called upon to mediate business conflicts occurring in their areas of operation.
Regional Activities
Recently, cooperation between CCIs and government in resolving regional problems has been expanding. For example, representing industry, CCIs are addressing environmental and traffic problems with their local communities.
International Activities
It is a traditional role of CCIs to maintain close relationships with CCIs and similar organizations in other countries. As the globalization of the economy is accelerating, supporting the international business of member companies is becoming much more important.
Such activities include: holding private bilateral and multilateral economic councils, exchanging gifts with overseas VIPs, dispatching and accepting economic delegations and study missions to and from other countries, making overseas investments, accepting foreign trainees, and promoting international business and international goodwill with sister cities and other bodies.

Projects to Improve Small Business Management Skills and Production Technologies
Management-guidance staff members in CCIs have been qualified by prefectural governors to give management guidance to small businesses under a program called, "The Project to Improve Small Business Management Skills and Production Technologies".
This project is supported with subsidies from the national and prefectural governments. A small business implies a manufacturer with twenty or fewer full-time employees, or a commerce or service business with five or fewer employees.
Under this project, management guidance staff members, approved by the government, advise small businesses. The project is executed under three principles: it is generally free of charge; guidance is given to an applicant if it is a small business, irrespective whether or not it is a member of the CCI; and company information is kept confidential.
